The Title Screen is the first page learners see. Its settings are split across two tabs, and the settings people most often go looking for are on the second one.
How do I get to this? Dashboard → click the course name → in the course structure on the left, under INTRODUCTION, click Title Screen. Two vertical tabs appear down the left edge of the editing panel: Content and Page Settings.

BEHAVIOR
Prevent returning users from restarting a course — a single toggle, off on the course checked. No tooltip.
Note the direction. The setting is phrased as a prevention, not a permission. Turning it on stops returning learners restarting. There is no "Allow Course Restart" control and no separate restart-button label field.
This toggle is the one that governs restart behaviour, and it works together with the Resume Dialog text above: a returning learner is offered the resume dialog, and the Bookmark Start New label is the wording on the "start from the beginning" option they are offered there.
Use it when you are running a compliance course, a certification or an assessment where a single pass is the point. Leave it off for practice, refresher and optional learning.
